Regular Board Meeting

Director’s meeting of the MRFPD met April 15, 2026, at 8:00 PM.

The meeting was called to order by President M Gartner. Directors in attendance were D Ell, S Gartner, M Gartner, T Gartner, D Gustin, J Hopkins, J Fisher, K Nelson, C Rebenitsch, J Steckler, P Sweeney and J Thomsen. Also in Attendance were L Gustin, B Ellersick, T Sheldon and K Gustin.

S Gartner presented the board with the Minutes, Treasure’s report and the monthly bills.

There was a mistake in the last minutes. The lot in St Anthony is 1.8 acres. Motion by T Gartner, 2nd by C Rebenitsch to approve the minutes. Motion carried.

There was an error by the bank and the Net Worth was overstated. It has since been corrected on both sides. Motion by J Thomsen, 2nd by J Steckler to approve the Treasurer’s report. Motion carried.

The floor was opened for Nominations.

T Gartner nominated M Gartner for President. Unanimous ballot was cast by C Rebenitsch, 2nd by J Fisher. Motion carried.

D Gustin nominated D Ell for Vice-President, 2nd by J Thomsen. Unanimous ballot was cast by J Hopkins, 2nd by J Thomsen. Motion carried.

D Ell nominated S Gartner for Sec/Treasurer. Unanimous ballot was cast by D Ell, 2nd by K Nelson. Motion carried.

The next agenda item was the Forest Service Task Force. J Thomsen let everyone know that the head person would be willing to come and speak to the board .J Thomsen handed out specs on what would be required for the truck and the supplies that would be needed. Chief L Gustin stated a new radio would be needed for the truck. Discussion followed. D Ell made a motion to go ahead with the Task Force provided the truck would meet specs, 2nd by J Thomsen. There was a roll call vote which is attached to the minutes. Motion carried.

Sec/Treas S Gartner gave an update on Midco. Midco is asking if we would like to sign a contract to reduce the monthly cost. There is still some issues with the security cameras working. It was agreed to get a new modem to see if that would help. Tabled until next meeting.

Next agenda item was to raise the Mill Levy. M Gartner went through a handout that was included with the minutes. Discussion followed. We would need a plan in place on where the department needs to be within the next 5-10 years. Motion by C Rebenitsch to increase the Mill Levy to 13 Mills, 2nd by J Thomsen. Roll call vote was taken and is attached to the minutes. Motion carried.

M Gartner gave an update on the future of the Mandan Hall. The deal with Missouri West is on hold as they are unable to obtain funding for their upgrade. There is land for sale east of the Tennis Dome. The north lot would cost $7.00 per sq foot. The south lot facing the interstate would cost $12.00 per sq ft. Discussion followed. J Hopkins asked if we could get an idea of where the most calls are per year. He also suggested that we look for land near the truck stop west of Mandan. This agenda item was tabled until the next meeting.

M Gartner gave an update for the St Anthony Hall. The letter of intent for the land is due to expire shortly. Discussion followed. Would the less expensive lot be better for a new hall. K Nelson mentioned that Scott Fisher might be willing to sell his land. D Gustin stated that we would need to have the land appraised. Discussion followed. D Ell made a motion to see if the letter of intent could be extended until after the June meeting, 2nd by J Steckler. Roll call vote was taken which is attached to the minutes. Motion carried.

Chief L Gustin gave the report on the fire department. Included in the report was the fire department’s financial report which he went over. There was a tractor fire .He also let the board know that we have received the Forest Service Grant.

T Gartner made a motion to approve paying the monthly bills, 2nd by D Gustin. Motion carried.

There were no questions on last month’s agenda.

J Thomsen made a motion to adjourn the meeting, 2nd by J Hopkins. Motion carried.
